Abstract

This research discusses the comparison between autocratic and democratic leadership styles in public policy making in local governments. Leadership style has a significant influence on the quality and effectiveness of the policies produced, as well as public participation in the policy process. Autocratic leadership style is characterized by centralization of power, where the leader has full control in decision-making without involving the participation of subordinates or the community. In contrast, democratic leadership provides room for collaboration and input from various parties, including the community and government staff, so that the resulting policies are more inclusive and responsive to community needs. This case study focuses on a local government that applies both leadership styles in the context of public policy making. Data were collected through interviews with local government employees, analysis of policy documents, and surveys of the community. The results show that autocratic leadership tends to produce policies quickly, but often lacks consideration of community needs, while democratic leadership slows down the decision-making process, but produces policies that are more acceptable and supportive of community participation
