PERAN KOMPETENSI DALAM MEMEDIASI PENGARUH PEMBERDAYAAN PEGAWAI DAN DIGITALISASI PELATIHAN TERHADAP ADAPTASI ORGANISASI PADA SEKRETARIAT DAERAH KABUPATEN SERANG

This study explores the relationship between employee empowerment, digitalization of training, competence, and organizational adaptation among the State Civil Apparatus (ASN) of the Serang Regency Regional Secretariat. The main objective of this study is to understand the interaction between these factors and their contribution to the adaptation of employee organizations. This study uses a quantitative method with a survey design. The research population consisted of ASN at the Regional Secretariat of Serang Regency, with a random sample of 150 respondents. Data were collected through questionnaires and analyzed using Structural Equation Modeling - Partial Least Squares (SEM-PLS) to test the hypothesis. The results of the study show that employee empowerment does not have a significant direct effect on organizational adaptation. However, the digitization of training and competencies has a significant positive influence on organizational adaptation. In addition, employee empowerment has been proven to significantly improve competence, as well as the digitization of training. An analysis of indirect effects shows that employee empowerment and digitalization of training affect organizational adaptation through competency improvement. Based on these findings, it is recommended that the Regional Secretariat of Serang Regency increase investment in training programs to develop employee competencies. Although employee empowerment does not have a direct effect on organizational adaptation, this strategy is still important to improve employee competence. Further research is suggested to explore the role of other mediating variables such as leadership or work motivation, in facilitating innovative behavior in the organizational environment
